It’s hard to believe a year has passed since the announcement that I would be taking over as President of C/F Data. As many know, I had planned to retire at the end of last year, so being named president was a transition to the next generation to our leadership team.
​I have spent the last 31 years of my life giving my all to this great company. It has truly been a family to me. Employees and customers alike. Many of you are friends via Facebook, some send me a quick text message on occasion to check in. I hope that doesn’t stop. I will always take your call or text.

​​But now it is time for a real change.

Moving forward with the next steps of our future:

Erin will be carrying forward many of my Support responsibilities, and Kenny will transition into a more defined presidential role, complementing the extensive contributions he has already been making.
Kenny welcomed a new baby boy into his family this year, and we wanted to ensure he had the time to enjoy those moments at home and support his family without added concern about office matters.
​Of course, he continued to work on exciting new projects during that time.
 
We hope to receive positive feedback soon on the AI virtual assistant Kenny has spearheaded, which will deliver additional support to our customers.
 
I know many of you have had the pleasure of talking with and/or meeting Kenny on the phone or at any of the many conferences he has attended. There will be many more opportunities to work with him in the future.
 
The User Group Meeting is scheduled for September 2026. We hope many of you will join the whole C/F Data team to see all the exciting new changes coming your way.
 
Kenny has a great vision for the future of C/F Data and all of STRUCTURE’s customer base. I am sure you all wish them both the best for a successful reign.
 
I will not be far away and will be available to consult with the support team and customers when needed. Support knows where to find me if they want to talk.

Statement on Payroll in Next Generation  
STRUCTURE Cloud  

As part of the next generation of STRUCTURE Cloud, we are evolving how payroll integrates with the platform. In this new version, we will be moving away from maintaining our own in-house payroll module and instead partnering with leading third-party payroll providers.

 

Our goal with this change is flexibility and choice: we want it to be easier for you to bring in payroll data from any provider you use today. To make that even smoother, we are establishing preferred partnerships with ADP and Trayd which will provide deep, streamlined integrations for our customers.

Why We’re Making This Change

There are three main drivers behind this shift:

1. Payroll Complexity Has Increased

   

Over the last decade, payroll has become significantly more complex. What was once relatively straightforward now requires constant updates and compliance with:

o Federal regulations

 

o State-specific laws

 

o Local and municipal rules across the many regions our customers work in

Each year brings a new wave of legislation and requirements. Maintaining an in-house payroll system has increasingly meant dedicating resources to compliance updates instead of advancing construction-specific functionality.

2. Customers Already Use Third-Party Payroll

   

A large number of our customers have already chosen to work with third-party payroll providers. This confirmed to us that the best way to support the industry is not to duplicate what payroll specialists already offer, but to make integrating with those providers simple and seamless.

 

3. Focus on Construction ERP

   

Our mission is to deliver the most powerful construction ERP platform. By focusing our development on job cost, billing, reporting, and project management—and relying on payroll experts for payroll—we can deliver greater value to our customers.

What This Means for You

This change applies only to the upcoming generation of STRUCTURE Cloud.

 

The current version of STRUCTURE Cloud and our on-premises solution (Structure Blue) will continue to include and support the payroll functions you rely on today.

 

We are not taking payroll away from your current solution—nothing changes in the systems you are using now.

Payroll Transition FAQ

Are you eliminating payroll from STRUCTURECloud?

​  

No. Payroll will still be available in the forthcoming generation STRUCTURECloud, but through integrations with third-party providers instead of our own in-house module. Customers will still have reliable payroll options.

Does this affect the STRUCTURECloud I am currently using?

   

No. The current version of STRUCTURECloud is unaffected. Payroll functionality remains as it is today.

What about Structure Blue (on-prem)?

   

No change. Structure Blue continues to support the payroll functions you already use.

What if I don’t use ADP or Trayd?

   

That’s fine. You’ll still be able to import data from any payroll provider. Our preferred partners will simply offer the most direct integrations and ongoing support.

How will you support customers through this change?

      

We will provide:

•Migration and setup guides

•Training materials for working with payroll integrations

•Dedicated support during onboarding

Which payroll providers will be available?

   

We are partnering with ADP and Trayd as preferred providers. These will feature direct integrations to make importing and syncing payroll data seamless. However, you will still be able to import payroll data from any provider.

Will there be additional costs?

   

Payroll will be contracted directly with your chosen provider. STRUCTURECloud will provide the integration tools. Pricing for preferred partners will be shared closer to launch.

Year End Review

Important Overtime Reporting Changes for Year End

An Act to provide for reconciliation pursuant to title II of H. Con. Res. 14 (formerly titled the One Big Beautiful Bill Act) requires that the dollar amount of an employee’s “qualified” overtime be reported to the employee at year end.

 

We are waiting for guidance from the IRS as to whether this will be included on the W2, or in a separate statement that can be included with the employee’s W2.

 

The qualified overtime amount will be used by the employee when filing their 2025 tax return.

 

This new “No Tax on Overtime” requirement will be in effect from 2025-2028.

 

There are no changes to the tax withholding on employee paychecks. This change only affects year end reporting.

The calculation of qualified overtime is determined by the Fair Labor Standards Act.

 

The qualified overtime amount most likely will not be the same amount an employee was paid for overtime in their paychecks.

 

Qualified overtime only includes hours worked over 40. PTO time is not included when adding up the hours to see if 40 has been reached.

Example: An employee worked 10 hours in a day and was paid 8 hours regular time and 2 hours overtime. When calculating qualified overtime, the 2 hours would not be considered overtime unless the employee had already worked 40 hours.

 

Example: an employee worked 45 hours and was paid 40 hours regular time and 5 hours overtime. One of the days was an 8-hour sick day. When calculating qualified overtime, the sick day would not count towards the 40 hours. The employee only has 37 hours that week, which means their qualified overtime would be zero.

How will STRUCTURE calculate this amount?

A new report called EOB-Qualified OT Report has been added to the Payroll Year End menu in version 18.11.05.

Note: If you use the Payroll application in STRUCTURE, you must run an upgrade by the end of the year.

 

This report can be run any time during the year if you want to see how the qualified overtime was calculated

 

It can be run by employee, for any date range, and will show the qualified hours and pay for every paycheck. Only the “half” portion of “time-and-a-half” will be included.

 

When W2’s are created at year end, this report will run in the background to get the amounts that need to be reported. You will not need to add any figures to the W2 manually. STRUCTURE will take care of that for you.

How the Year-End Payroll (EYU) Affects the Employee Maintenance (EMT) Deductions

Employee Maintenance (2nd screen):

  • If a deduction reached its limit before the year-end, EYU will place an ‘N’ in the Active column of the deduction while keeping the Account and Limit columns unchanged.

  • Running EYU will clear out the Year-to-Date (YTD) and Remaining columns for 401k in EMT and will insert the new limits after completing ES4 (Set 401k Limits).

Optional Deduction Deletion:

  • If you want EYU to delete any deductions that have reached their limit (excluding 401k and special garnishments), set the control file question HMQ/PRL #40405 to "Y."

Manual Garnishment Updates:

  • If garnishment checks are automatically generated in payroll each week, you will need to manually enter the new limits in the EMT file. Be sure to record the remaining amounts before running EYU.

  • You can set up an ELR report to display Deductions and Year-to-Date Deductions, and print it before running the EYU.

Limit Adjustments for the New Year:

  • For deductions with a limit, EYU will carry over the remaining amount and set it as the limit for the new year.

Preparing for Year End

Enclosed in this issue are the “Preparing for W2s Summary” checklists.

 

Pick the appropriate summary for your company. Use these to help you keep track of what steps you have completed. If you think you may have special circumstances for your year-end, call now! Discuss your issues with someone in our Support department before it gets too busy.

C/F Data Systems offers no-cost electronic W2 filing for the following states using the EWS and EXS programs in STRUCTURE.

 

Electronic W-2 States:
AL, AZ, CA, CO, CT, DC, DE, GA, IA, IL, IN, KS, MA, MD, ME, NJ, OH, OK, OR, PA, RI, SC, UT, VA, VT, WI

 

In addition, we support quarterly payroll filings for these states (premium applies):
AL, CA, CT, MA, MD, NH, NJ, NV, NY, PA

Important Information About Your W2 and 1099 Forms Packet

You will soon receive a packet from C/F Data Systems Forms containing an order sheet for your W2 and 1099 forms.

 

If you do not receive this packet, please contact C/F Data Systems Forms at 978.851.0088 for assistance.

How Many W2s and 1099s Should You Order?

To determine how many forms you need:

  • Run ETW for your W2s

  • Run VTT for your 1099s

We recommend purchasing extra forms to allow for lineup and test printing as needed.

The 1095-C will print on plain paper and does not need a special form.

Important Information for 1099 Filings in 2026

  • 1099-NEC: Use this form to report payments of more than $600 made in 2025 to vendors or subcontractors for non-employee compensation. Vendors must have an Account Type of 2 or 3 in VMT, and you must provide their Social Security number or Federal Identification Number (FID).

  • 1099-MISC: Use this form to report payments over $600 for categories such as rent, royalties, awards & prizes, medical & health care payments, gross proceeds to attorneys, excess golden parachute payments, or non-qualified deferred compensation.

  • Need Help Choosing the Right Form? If you're unsure which form to use, consult your accountant or visit the IRS instructions page at irs.gov/instructions.

  • Address Formatting Update: Address lines 1 and 2 have been merged into a single line for printing, so you may need to edit accordingly. Only 30 characters will print on the form.

By Mid-November:

  • Run ETW to see how many W2s you will need and VTT for 1099s.

  • Order W2s and 1099s (Use the order form from C/F Data Systems Forms).​

Preparing for W2s Summary

Combining Office & Regular Payroll Companies

This is a summarized list of steps to be followed to close the year if you have a separate company for Office Payroll.

 

The instructions are for both your Office and Regular payroll companies. Detailed instructions can be found on the Support website (cfdatasupport.com) under Year-End.

 

Please read through all of the instructions. Keep track of each step after it is done.

 

During December, before the last week of Payroll for 2025:

  • ETW - Run to find out how many W2s to order.

 

In the Office payroll AND the Regular payroll company:

  • Include insurance and vehicle allowance (if applicable) as part of the employees' weekly checks.

  • Issue bonus checks.

 

NOTE: W2s for 2025 must be created and EYU run BEFORE running Payroll checks in 2026.

 

Before the First Week of Payroll for 2026 - In the Office payroll AND the Regular payroll company do the following:

  • EWU - Run reports and update the last week of the year.

  • EMU - Run reports and update the last month of the year.

  • ECR - Run 401K Contribution Report and Update (if applicable).

  • EQU - Run reports and update the last quarter of the year (if applicable, run payroll specials first).

 

Before the First Week of Payroll for 2026 - In the OFFICE Payroll Company ONLY:

  • EWF - Create the W2 Master File.

  • EWE - Print the W2 Edit Report. Be sure to check the bottom of the report for asterisks indicating an error.

  • If needed,  make edits to the W2s in EWT. Items can be added to boxes 12 and 14 (401K automatically prints in Box 12). Be sure to print the new EWE - W2 Edit Report when exiting EWT.

  • Compare the EWE (W2 Edit) report to the total of the four quarters' 941 reports and the Quarterly Tax Figures (EQU/EQF) for state wages (instructions can be found on the support website).

 

Before the First Week of Payroll for 2026:

In the Office payroll company AND the Regular payroll company - Run these recommended year-end reports:

  • ESY, EYC, EYF, EYO (all under Year End & W2s)

  • EXI (under Tax Check History) Can be run at any time.

    • Answer 'No' to Inquiry; answer 'Yes' to Report.

    • Will print tax payments.

  • EPD (under Inquiries & Reports)

    • Can be run at any time.

    • Will print year-to-date (YTD) deduction amounts.

  • ELR - Use the [Maintenance] button to create a report with column choices 8 and 14.

NOTE: Put aside a backup from just prior to updating the year (EYU).

 

VERY IMPORTANT:

  • EYU - Update the Payroll year. (Both companies.)

  • ES4 - Set new 401K limit. (Both companies.) - both the Z and z (Roth) codes will be updated.

 

Mid-January 2026: 2026 Tax changes will be available the second week of January. Watch for an upgrade notification.

 

Before January 31:

  • EW2 - Print W2s

  • EWD - Create your Federal W2s to be filed electronically.

  • EXF - Federal EFW2 Transfer- go to ssa.gov/employer to upload Federal W2s.

  • EWS - Create your state W2s to file electronically. (Note: Your state may not require the State W2s to be filed electronically.)

  • EXS- go to your state’s website to upload State W2s if needed.

 

NOTE: Form 1095-C runs independently of W2s and may be started at any time during the Year End Process.

No Separate Company for Office Payroll

  • EXF - Federal EFW2 Transfer - go to ssa.gov/employer to upload Federal W2s.

  • EWS - Create your state W2s to file electronically.

    • Note: Your state may not require the State W2s to be filed electronically.

  • EXS- Go to your state’s website to upload State W2s if needed.

 

NOTE: Form 1095C runs independently of W2s and may be started at any time during the Year End Process.
